Under the Biosecurity Act 2014 (Qld), everyone has a general biosecurity obligation to take all reasonable and practical measures to prevent or minimise a biosecurity risk they know or ought reasonably to know about — and that includes entering and leaving a place.
There is no law in Queensland that requires a vehicle hygiene certificate. The certificate exists because it is how a business shows it met its obligation, and because landholders and operators require it as a condition of access.
Some invasive plants are restricted matter, and moving a thing infested with them can be an offence in its own right.
